Vacancy: Project HSE Coordinator in Houston

TITLE:  Engineering Specialist I (HSE Coordinator)

REPORTS TO:  Project Manager and Project HSE Manager (Upgrade & Repairs)

DEPARMENT:  Engineering & Technical Support – Upgrade & Repair Projects

LOCATION:  Houston and Various Domestic & International Project Locations

Basic Function:  Management of the HS & EM Systems with regard to Shipyard project works, major modifications, upgrades and repair of MODU’s.  The position includes the practical safety & administrative aspects of projects in accordance with company authorized project safety objectives as sated in the Engineering Standards, HS Policy Manual, EMS, Guidelines for Shipyard Projects and associated Bridging Documents.

Inform and interact with vessel crew, shipyard personnel, project team and subcontractors regarding their safety commitment and Bridging Document safety requirements.

Prepare and conduct orientations / inductions to Project personnel, their Subcontractors and
attending Visitors

Manage a Muster Tag System to help control & account for personnel boarding the vessel.

Ensure emergency contact numbers are kept current and posted in relevant places

Help coordinate and monitor the project’s overall safe work practices.

Assist Project Manager and the Project HSE Manager by monitoring, recording and preparing HSE Safety Statistics for inclusion in the Weekly and Quarterly Project Reports submitted throughout the Project’s duration.

Attend weekly Safety Meetings and address project related safety issues with attending supervisors.

Establish Hazard Identification Training in the form of START or Shipyard specific HAZID Cards

Monitor Emergency Response Drills for adequate & safe mustering of vessel workers.

Attend weekly Safety Meetings and contribute to Safety Meeting Agendas with areas of safety
concern.

Liaise with Transocean Vessel Management & Shipyard Safety department and lead any
incident / accident investigation and reporting.

Conduct Risk Assessment Surveys and TRA’s for ongoing and conflicting work scopes.

Help to develop a high HSE standard and tools for tracking Safety compliance.

Provide Documentation – prepare, package, distribute & enforce documents relating to shipyard project works such as: Medical Emergency Response Plan, Emergency Response Plan, and Project Specific Safety Plan (Bridging Document), Asbestos Removal / Environmental Plan.

Present revised updates of documents as / when required.

Requisition Safety approved PPE for related project works. 
 
Help the Project Manager prepare a ‘Safety Budget’ to anticipate additional safety personnel that may be required at critical times in the project; PPE, Safety Incentives / Awards, etc.

Instill a safety award incentive program.
 
Conduct and Co-chair a weekly Safety Review Panel for offenders of serious safety breaches. The review should be in accordance with Company policies, standards and project objectives. The purpose is to ascertain causes, educate, counsel or discipline workers as required

QUALIFICATIONS:  Entry level Project position. Transocean RSTC, STC or outside construction / Marine related background. Shipyard Safety related experience preferred. Become familiar w/ Transocean’s Shipyard Guideline Document, able to amend / write Bridging Documents; practically apply the HS Policies & Procedures Manual & SMS processes.

EDUCATION:  High School Diploma preferred & outside safety courses imperative.  Minimum of 2 years of Operational, Shipyard or Project related experience with HSE related knowledge.

SKILLS:  Good understanding of Health, Safety and Environment related Safety Management systems.  Good verbal and written communication skills in addition to computer literacy.  Experience with various MODU’s and familiarity with drilling industry techniques are preferable.  Necessary to possess the ability to work under pressure with a commitment to extended work hours/days.

SPECIAL REQUIREMENTS:  Job requires employee to work with others as a team.  It is important to have good reporting practices, some problem solving and interpersonal skills.  The job requires the necessity to be relocated internationally from time to time for the project duration.

SUPERVISION:  Persons directly supervised – 1 (depending on size of the project); and indirectly supervising as many as 2 other personnel, totaling 3.

INGENUITY:  This position is required to make decisions regarding project safety related issues, which may affect the Company.  This dedicated Transocean HS&E Coordinator may be assigned to various Project works, reporting directly to TODDI’s Project Manager, the Project HSE Manager of Upgrade & Repair Projects and the Business Unit’s HS&E Manager.

ADDITIONAL DUTIES:
Vaccinations and Flu shots, etc. required for that particular area is noted and local area information is relayed; shots updated, as required.

Audit / inspect the systems put in place by Transocean and the respective shipyard as per the agreed upon Bridging Document. Any deficiencies found will be brought to the attention of the appropriate Supervisor, Captain, OIM, Project Manager or Shipyard Supervisor for action.

Ensures that areas on the vessel having any potential danger of fire or explosion are clearly marked.

Will ensure that the Permit-to-Work (PTW) system is properly managed and reports all non­compliance.

To liaise with the vessel Safety and Training Coordinators to ensure that there is no conflicting work between TODDI, Shipyard and third party contractors.  This involves the daily review of permits, Spot check permits. Report any deficiencies or improvement opportunities.

Perform routine inspection of the work sites on a regular basis to ensure that the work is performed in a safe manner. All improvement opportunities reported to the Project Manager.

Assist in environmental incidents / accidents reporting.

Stop any work if the work / or situation is unsafe and / or may harm the environment.

Monitor the safe working practices of Confined Space Entry.

Encourage the use of the THINK and START processes.

Record Housekeeping, Lighting, Extraction and/or Ventilation requirements as per daily inspections noted on a Compartment Monitoring Chart.

Influence Fire Watch protection with oversight as dictated and recommended in the Bridging Document.
