Responsibilities

  • Oversee the financial and accounting activities of MISC Agencies (China) Ltd and sub agency offices to ensure compliance with Group policies and in accordance with local China regulations and practices.
  • Develop Standard Operating Procedures (SOP) and business rules and periodically review the implementation to ensure adherence by MISC Agencies (China) Ltd and sub agents in line with the approved process and procedures.
  • Monitor expenditure and business operation undertaken as per approved Budget and conform to the procedures as governed by the LOA.
  • Develop credit control policies in line with the guidelines issued by MISC Group to ensure all debts are within agreed credit limits and to undertake monitoring of credit performance monthly.
  • Ensure the availability of adequate funds and effective management for smooth business operations.
  • Identify best options and recommend to the Board for investment of excess funds for revenue generation.
  • Ensure remittance of freight and all manifested charges collected on behalf of Principals are remitted as per agreed credit terms.
  • Produce consolidated management reports on monthly, quarterly and annual basis covering Monthly Performance Report, Income Statement, Balance Sheet, Cash Flow, Debt Position and any other reports which may be required by Management.
  • Manage planning and budgeting process of the company annual business plan and budget.
  • Act as a focal person in liaising with both internal and external auditors and to plan and manage the audit exercise.
  • Manage tax (withholding/corporate tax) matters and ensure compliance with the relevant regulatory bodies.

Requirements
  • Candidate must possess at least a Bachelor's DegreeDegree in Accounting or Professional Qualification e.g. ACCA,CIMA.

  • Assist Senior Manager in negotiation and drafting legal documents pertaining to joint ventures, mergers, acquisitions and sale & purchase of shares of business units within the Group of Companies.

  • Prepare annual audit plan in alignment to the Groupwide Audit Framework & Plan, with input from non-marine-related OPUs and the Policies & Strategies section on area of focus, which covers MISC Group of companies, the business partners (JV companies and Contractors) and other related parties.
  • Coordinate assurance activities and conduct HSE assurance via internal and external audits according to annual assurance plan, with specialization in the Non-Marine industry.
  • Facilitate Operating Units (OPUs) in conducting self-assessment on HSEMS implementation and conduct annual verification of HSEMS self assessment scores in cross functional internal audit activities (Tier-2) for the OPUs.
  • Undertake unplanned HSE audits as required in view of criticality of the HSE risk exposure.
  • Verification of close-out of corrective action plan to ensure effectiveness of the corrective action.
  • Recommend training/course programs for internal audited parties to close gap/s based on audit findings/issues raised.
  • Promote high level acceptance of audit services and act as internal consultant to OPU management to provide support, resources and guidance to conduct HSE internal audits.
  • Maintain all audit information as per final report approved by GM, CHSE into the PETRONAS HSE Information Management System (iHSE) database.

Requirements
  • Degree in Occupational Health & Safety, Engineering, or Applied Science

  • Develop, implement, monitor and administers group-wide emergency management program in coordination with BU/SU/Subsidiary HSE personnel. Organizes and directs those activities pertinent to the emergency preparedness of the BU/SU/Subsidiary.

  • Study the gap exist on ERT/EMT competency. Resource for training materials/programmes for ERT/EMT. Plan and programme the training sessions to ensure that the gaps identified are closed. Assess the effectiveness of the trainings done.
  • Research on HSE Global Happenings / Advise (travel/pandemic/precautionary). Liaison with external parties (CRM).
  • Custodian of Group CMP; periodically test the plan.
  • Assists OPU HSE with developing emergency procedures.

  • Master Class 1 Foreign
